This quote from the Torah is G-d's own analogy of how He brought the Jewish people out of Egypt. Eagles carry their young on their backs, protecting them from any dangers below, which is similar to the cloud which He moved between the Israelites and the Pharoah's chariots at the Sea of Reeds during the Exodus from Egypt.
